Navy Mentor Protege Agreement

The Department of Defense`s (DoD) Mentor-Protected Program (MPP) provides support to disadvantaged small businesses by helping them broaden their overall base of market participation, which has helped increase employment and increase national income. It helps small businesses (the protégés) to successfully compete with master orders and subcontracting by helping large companies (mentors) under individual project-based agreements. Traditionally, these partnerships have provided a variety of products and services specializing in environmental rehabilitation, engineering services, information technology, manufacturing, telecommunications and health. Recently, new mentor-protected agreements have focused on corrosion technology, information security, robotics, the manufacture of printed circuit boards and metal components. The DoD hopes that future agreements will focus on new areas of technology, such as high-frequency identification devices and improved security guarantees. TIME Systems was part of the DoD MPP in 2015 with Lockheed Martin as a mentor, which was transferred to Leidos in 2016. Leidos is one of the first companies authorized under the DoD MPP to establish relationships with small businesses, particularly with Disabled Veteran Owned Small Businesses (SDVOSB) service like TIME Systems. Leidos offers at least training, mentoring, technology transfer and certifications to its protection companies. Many mentors have made MPP an integral part of their procurement plans. The protégés took advantage of their participation in the MPP to develop technical skills. Successful mentor-protected agreements offer a profitable relationship for the protégé, mentor, and DoD. The Ministry of Defence`s Mentor-Protected Program (DoD MPP) is the Confederation`s oldest mentor-protected program.

Originally created during the first Gulf War, the MPP helps small businesses expand their presence in the defense industry. The MPP brings together small businesses and large companies. Over the past five years, the DoD`s MPP has successfully helped more than 190 small businesses fill unique niches and become part of the military`s supply chain. Successful mentor-protected agreements offer a profitable relationship for the protégé, mentor, and DoD. The DoD Mentor-Protected Program is the Confederation`s oldest mentor-protected program. Originally founded in the midst of the Gulf War, the MPP helps legitimate small businesses increase their presence in the defense industry. Through this program, TIME Systems entered into a partnership with Mentor Millennium Corporation in 2016, as part of the Millennium Partner Network, an organization of more than 20 large companies, small businesses and academic organizations, created to develop Millennium`s skills and complement its skills. The mentor-protégé relationship has been so successful that TIME Systems and Millennium Corporation are creating a joint venture between SBA, MTS Advantage, LLC.
